Description Duties Description The Department of Environmental Conservation’s Office of Environmental Justice (OEJ) works to address environmental issues and concerns that affect primarily low income and minority communities through grant opportunities, enforcement of environmental laws and regulations, consultation, guidance, and enhance public participation. The Climate Policy and Facilitation Section of OEJ is tasked with managing the Disadvantaged Communities (DAC) Program, supervising the facilitation of the Permanent Environmental Justice Advisory Group (PEJAG) and Environmental Justice Interagency Coordinating Council (EJICC), providing accounting review and program support for the NYS Environmental Bond Act, and providing ongoing support for various program areas within OEJ. These duties include administering the Potential Environmental Justice Area (PEJA) maps, providing technical and policy support for the Environmental Justice Siting Law, and continuous policy development and litigation support as well as the development of technical tools to support all work areas. The staff in this section are expected to develop expertise on these program areas and corresponding legal requirements so that they are able to achieve and maintain objectives described in the law and provide clear and accurate information to the public, regulated entities, agency leadership, law enforcement, and legal counsel. A Climate Policy Analyst 2 is required to lead the OEJ Climate Policy and Facilitation Section. This Section Leader will supervise staff, independently create and review policy and technical products, monitor for compliance with all legal requirements, and make determinations and recommendations on program needs and objectives. This work includes directly interacting with members of the public and various decision-making bodies and the facilitation of regular meetings of those groups as required by law. The Section Leader will participate in inter- and intra-agency teams and support the agency and counsel in all matters relating to Environmental Justice. The Section Leader will play a pivotal role in the facilitation of the Climate Justice Working Group (CJWG) annual DAC Criteria review and will provide management and supervision for the facilitation of other decision-making bodies. Specific Duties The Section Leader will perform a variety of responsible tasks including carrying out of projects and serving as a member of OEJ’s project team to provide a broad range of policy, technical, and analytical support. The Section Leader will be adept at integrating knowledge of air, water, waste, natural resource management, energy, transportation, land use and economic development and utilize a multi-disciplinary blend of science, policy, regulations, partnership building and advocacy to foster public awareness and action for developing new environmental policies. The Section Leader will conduct research and provide policy recommendations associated with projects of statewide or regional scope and supervise other Climate Policy Analysts. In addition, the Climate Policy Analyst must have a robust skillset in geospatial and quantitative analysis to provide technical support for the aforementioned program areas. The Section Leader is expected to develop and maintain a deep and accurate understanding of the field of Environmental Justice and engage with opportunities to maintain an ongoing expertise of the most recent scientific and policy trends. The Section Leader will also support the Director of OEJ on all emergent and ongoing projects as assigned. Typical activities might include reporting on and making recommendations, based on your own investigations, environmental impact analysis, pollution prevention, and researching and disseminating green infrastructure information. Supervision of the implementation of environmental and climate justice initiatives across DEC programs and other opportunities across state government; Foster communication and education between agencies, municipalities, and organizations; Development and implementation of OEJ program policies and procedures; The preparation e and interpretation rules and regulations; Providing technical assistance and information to consultants, public officials, EJ stakeholders, and the public; The collection of data, review alternatives, and perform qualitative or quantitative policy analyses; Drafting of technical or programmatic reports; Development, implementation, analysis, and evaluation of programs; The creation and maintaining of databases and mapping, including use of Tableau, R, and/or GIS, and the development of materials for public and internal use; Collect data, review alternatives, and perform qualitative or quantitative policy analyses May assist with programmatic work under OEJ including, but not limited to grants development, public outreach and education, projects and programs related to the 2022 Bond Act; Reporting on and making recommendations, based on your own investigations, environmental impact analysis, pollution prevention, and research. Qualifications Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their noncompetitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Minimum Qualifications For Climate Policy Analyst 2, SG-23 Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis. or Transfer Eligible - One year of permanent competitive service in a title designated as appropriate for transfer in accordance with Section 70.1 of Civil Service Law. For eligibility under 70.4 transfer or 55b/c, employees must meet the minimum qualifications below. Promotional Qualifications For Provisional Appointment One year of permanent competitive or 55b/c service as a Climate Policy Analyst 1 Open Competitive & NYHELPS Quals A Bachelor’s degree in atmospheric science, biology, chemistry, climate & society, coastal resources management, communications, ecology, economics, ecosystem management, engineering, environmental health, environmental science, environmental studies, forestry, geography, geology, hydrology, marine science, meteorology, natural resources, natural science, physical science, physics, planning, public administration, public policy, public policy and management, science, technology and society; science & technology; sustainability, transportation planning, wildlife science, or zoology and four years of full-time professional experience in the establishment of environmental programs, preparing or reviewing climate relevant policies, plans, projects, regulations or environmental analysis of climate change issues. A qualifying Masters’ or higher level degree can be substituted for one year of qualifying experience.
