Puget Sound Educational Service District (PSESD) is seeking a skilled and service-driven Human Resources Business Partner to support leaders, staff, and teams across the agency. This role serves as a trusted advisor, helping strengthen people practices, enhance organizational effectiveness, and advance an inclusive and equitable workplace.

HUMAN RESOURCES AND ORGANIZATIONAL DEVELOPMENT CONSULTANT : Advises and assists staff with human resources policies and procedures and partners with those whom we are in a transformational relationship with to support program and organizational effectiveness to reach the Agency's end.

PLANNING, ORGANIZATION, AND PRIORITIZATION : Assesses the work to be performed, and considers how it should be organized and accomplished, with appropriate priorities and realistic time parameters.

POLICY, PROCEDURAL, AND LEGAL NAVIGATION AND ANALYSIS : Understands and applies knowledge of Agency policies and procedures, and governmental statutes and regulations. Analyzes new practices and laws for potential impact to the Agency and its programs and services.

PROFESSIONAL DEVELOPMENT FACILITATION : Sharing knowledge and expertise with the goal of improving professional skills and knowledge through adult learning programs.

WORKFORCE PLANNING : Aligns the operational needs of the organization and its workforce with the Agency's goals. Partners with those whom we are in a transformational relationship with to design strategies that support leadership in planning for and obtaining the necessary human resources, learning, and professional development to carry out the Agency's mission.

Essential Functions

• Administers recruitment and selection processes (e.g., effective applicant sourcing/tracking, creating talent management strategies, utilizing subject-matter expertise based on best and researched practices, salary administration, etc.) for the purpose of ensuring equitable practices and commitment to internal guidelines, EEO and state and federal regulations.
• Conducts meetings, workshops, and seminars that frequently involve a range of issues (e.g., employee orientation, staff development, telecommuting training, etc.) for the purpose of ensuring compliance with Agency, state, and/or federal requirements.
• Embodies the principles and practices that form our culture and commitment to becoming an Antiracist Multicultural Organization for the purpose of meeting the Agency's End: Success for Each Child and Eliminating the Opportunity Gap.
• Manages, monitors, and analyzes data for the purpose of supporting data-driven decisions and recommendations for business operations in support of Agency End and program objectives.
• Oversees and administers a wide variety of personnel procedures (e.g., talent acquisition, staffing, onboarding, salary administration, health and welfare benefits, training and development, records management, workforce planning, employee relations and retention, investigations, policy, and collective bargaining administration, etc.) for the purpose of delivering services in conformance with established guidelines and/or state and federal requirements.
• Oversees and monitors variety of systems (e.g., Department of Transportation regulations, criminal history background checks, state, and federal regulations, etc.) for the purpose of adhering to legal and/or administrative requirements.
• Partners with Agency Leadership to identify, develop and implement new or revised program initiatives for the purpose of aligning human resources services in support of program and Agency goals.
• Prepares a variety of reports, documents, and presentations (e.g., state-wide personnel report - S275, employment agreements, payroll reports, letters, Board reports, demographics, new employee orientation, trainings, etc.) for the purpose of documenting activities, providing written reference and/or conveying and disseminating information to appropriate parties.
• Recommends, develops, and/or presents written procedures, actions, or materials for the purpose of improving organizational effectiveness, providing information and written reference, documenting procedures and processes, and meeting goals and objectives.
• Researches a wide variety of topics (e.g., recruiting avenues, pending or new legislation, etc.) for the purpose of developing new programs/services, ensuring best practice and compliance with mandated requirements, securing information for planning, and/or providing accurate information.
• Responds to a variety of inquiries from staff, district personnel, and other external customers for the purpose of resolving problems, providing information, facilitating communication, and providing direction and clarification.

Other Functions

• Assist other personnel as may be required for the purpose of ensuring an efficient and effective work environment.

• Bachelor's degree in Human Resources, Organizational Development, Business, Education, Public Administration, or related field and three years of recent HR experience

OR

High school/GED with progressively responsible recent HR experience

• Experience with full-cycle recruitment, staffing, and equitable hiring practices
• Experience supporting employee relations and applying policies, procedures, and regulations
• HRIS and personnel records management experience; ability to generate accurate reports
• Knowledge of state and federal employment laws (e.g., EEO, ADA, FMLA/WA PFML, FLSA)
• Ability to provide strategic HR consultation using data, problem-solving, and collaboration
• Demonstrated commitment to equitable and inclusive practices
• Strong communication skills
• Proficient with Microsoft Office

• Experience facilitating trainings or adult learning sessions
• Experience with job descriptions, classification, and compensation
• Experience conducting or supporting workplace investigations
• Experience administering benefits, leave programs, or workforce planning
• Experience working in a public agency, school district, or unionized environment
• Experience facilitating conflict resolution and supporting constructive problem-solving between staff.
• Supervisory experience
• HR certification (PHR, SPHR, SHRM-CP/SCP)
